Job Duties:

The Virginia Beach Police Department’s Detective Bureau has employed a Victim Witness Caseworker since 2013 to ensure that victims of crime receive counseling and other support services within twenty-four hours of when a crime has occurred until the case is transferred to the Commonwealth Attorney’s Office for prosecution.

Duties and responsibilities include, but are not limited to:

Serving as a liaison with the Commonwealth’s Attorney’s Victim Witness Office and the Department of Human Services,
Providing crisis counseling,
Assisting victims as they access various support programs,
Identifying and coordinating community-based programs that meet specific individual’s needs,
Guiding victims through the pre-trial process and maintaining documentation and performing statistical recordkeeping.
Performing additional investigative support and administrative tasks as required

Shift Requirements: Monday – Friday, 8 a.m. to 5 p.m. (with some evening/weekend callout hours)

Criminal History: Conviction of any felony or any crime involving moral turpitude (crimes contrary to justice, honesty, or good morals). Traffic Violations: Any conviction of driving under the influence of drugs or alcohol, refusal to take blood or breath test, eluding police, racing, or leaving the scene of an accident within the last 5 years.
Drugs: Any involvement in the sale of illegal drugs as an adult. Any illegal use or possession of any illegal drug, including but not limited to heroin, cocaine, hallucinogens or any derivative thereof (except marijuana) within the last five years. Illegal possession of anabolic steroids within the last 36 months. Illegal possession of marijuana or a derivative thereof within the last 12 months.

Minimum Requirements:
MINIMUMS: Requires a combination of higher education and/or experience equivalent to four (4) years in social work, criminal justice or related field which provides the required knowledge, skills and abilities. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Familiarity with the judicial process, court procedures, Child Protective Services (CPS) and Adult Protective Services (APS) procedures and the Virginia Crime Victim and Witness Rights Act; experience working with victims of crime, including individuals with mental disabilities; crisis counseling experience; bereavement counseling experience; case management experience; effective communication skills in coordinating cases while maintaining appropriate confidentiality. Certification as a National Advocate by the National Organization of Victim Assistance is desirable.

VRS Contribution: All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
